TO A PRESIDENT
ALL you are doing and saying is to America dangled mirages,

The last two lines escape me, but the rest seems clear. "Sustainable Plans" are like dangled mirages (to mix my references) full of sound and fury, Signifying nothing. They (the plans, and those who find them satisfying) " have not learn'd of Nature--of the politics of Nature, (they) have not learn'd the great amplitude, rectitude, impartiality,"
They must improve it with sculptures and buildings. They must own and profit from it.
